The Master Plan Set is community-driven, meaning the input received from residents, stakeholders, businessowners will directly shape each Plan. There will be many opportunities for in-person and virtual involvement, including three Community Forums and a Community Survey. Once the Master Plan Set is adopted, the City will begin implementing key recommendations of the Plan. As part of the Resilient Communities Program grant, the Planning Team will then issue a Preliminary Zoning Report on Alvarado's Zoning Ordinance and work with City Leadership to amend the Zoning Ordinance to align with the Comprehensive Plan.

The Texas General Land Office (GLO) allocated $100 million in Community Development Block Grant Mitigation (CDBGMIT) funds for the Resilient Communities Program (RCP), which "funds the development, adoption, and implementation of modern and resilient building codes and flood damage prevention ordinances to ensure that structures built within the community can withstand future hazards." For Alvarado, the key eligible program activity "Development and adoption of forward-looking Comprehensive Plans that integrate hazard mitigation plans."
